Philippe Vlaemminck has more than 30 years of experience as a specialist in both EU law (Regulatory and Litigation) and trade law (WTO and anti-dumping).

Philippe has considerable litigation experience before the CJEU and the EFTA court (a total of more than 93 cases) and was among the first private lawyers who were granted the right to appear in a WTO dispute settlement hearing (EU-bananas – AB).

He is also widely regarded as a leading player in the current debate on state lotteries and gambling in the EU & WTO, and has been involved as a Member State representative in every gambling case brought before the CJEU and the EFTA court (more than 40 cases).

He also acts as a legal advisor to various EU Member States on EU law.

Here is the interview with Philippe Vlaemminck

1 – Why is the International Lottery Play Summit important and why are you supporting this year’s event?

The summit takes place for the first time in Dubai. The place is important as a lot of innovation is taken place here. The world is subject to changes. New challenging technologies are emerging which need to be embraced.

The lottery industry has always been pioneers both in developing fascinating games and supporting societal changes. The lottery is not an industry but a real part of modern society.

It belongs to the world, brings happiness and creates opportunities for all stakeholders, whether these are players, suppliers, governments, staff, beneficiaries and even the larger community where they operate according to high standards of integrity and transparency.


2 – What do you look forward to gaining from the International Lottery Play Summit, Dubai in February next year?

Getting new ideas for developing lotteries in new areas.


3 – What do you see as the main challenges currently facing the lottery sector?

The lottery industry is facing a lot of challenges largely due to a growing illegal market.

This is very detrimental for the large community of beneficiaries in the countries of the world where lotteries play an important societal role.

The fight against illegal operators is a priority for all lotteries. Another issue is adapting the regulatory environment to future technologies and implementing them. I am actively involved in both.


4 – How did you get into the sector?

I have been working in the lottery industry since the 1980s. It started with helping the Belgian Lottery in restructuring its distribution network to enable the introduction of new technologies.

I have seen the Lottery community change fundamentally over the decades. Embracing technology, setting up fascinating coordinated games and driving CSR.

Lotteries were always the first in the gaming sector to bring new ideas alive and to share values with the larger society in which they operate.

I am proud that I have been able to contribute to these developments and to continue to do so today.
